Kenneth Kepchar ESEP

Ken has over 40 years of experience in all life cycle aspects of system engineering and program management on a number of military and commercial programs at McDonnell Douglas (MDC) and in Air Traffic Management at the Federal Aviation Administration.  The MDC experience spans flight test engineering, subcontract management, system engineering, and includes the configuration management and data manager for both the AV-8B Harrier and F/A-18 Hornet programs.  Ken served as chair of the St. Louis McDonnell System Engineering tool committee and as a program management evaluator for programs across the Boeing Company.

At the FAA, Ken was a member of the FAA Systems Engineering Council and Chief Systems Engineer (CSE) at the FAA’s William J. Hughes Technical Center, responsible for providing system engineering leadership and expertise in developing and testing new air traffic control systems, weather information systems, air-to-ground communication systems, free flight and satellite communications, human factors research and more.

Subsequent responsibilities as Chief System Engineer included Information Security and NextGen, the FAA's multi-year effort to upgrade the Air Traffic Control system.  In the latter role, he was responsible for system-wide integration and Enterprise Risk Management.  While in the NextGen Office, he was program lead for developing and deploying the NextGen Integrated Master Schedule capability.

At MDC, Ken developed and taught corporate courses on Requirements and Risk Management.  At the FAA, Ken was a Lead Author for the FAA System Engineering Manual, which is the basis for SE practice at the Agency.  He developed corresponding courseware and served as lead instructor for System Engineering Overview, Risk Management, Validation & Verification, and Information System Security for System Engineers.

In INCOSE, Ken is involved in the development of the Systems Engineering Handbook and the CSEP program.  He was a member of the original CSEP exam author team for both the basic exam and the ACQ extension.
